100kW浮游式黑潮渦輪機是錨碇於海床上，像風箏般佈放在海面下的發電裝置。藉由水流轉動渦輪機葉片，終年發出零碳排的乾淨電力。未來將在距臺東海岸約10公里的區域建立黑潮發電測試站，佈放陣列渦輪機。估計臺東外海黑潮單一截面的能量儲備可達6GW，是可做為基載電力的再生能源。
The 100kW floating Kuroshio turbine is a power generation device anchored on the seabed and placed under the sea like a kite. By turning the turbine blades through water flow, clean electricity with zero carbon emissions is generated year-round. In the future, a Kuroshio power generation test station will be established in an area about 10 kilometers away from the east coast of Taitung, where array turbines will be deployed. It is estimated that the energy reserve of a single section of the Kuroshio off Taitung can reach 6GW, which is a renewable energy source that can be used as base load power.
